Quote vs Invoice in Mauritius — What Is the Difference?

Many small business owners in Mauritius confuse quotes and invoices. They serve different purposes, have different legal standing, and are treated differently by the MRA. Understanding the distinction will help you communicate professionally with clients and stay compliant.

What Is a Quote?

A quote (also called a quotation or estimate) is a proposal you give to a client before work begins. It outlines:

  • What you will deliver (goods or services).
  • How much it will cost.
  • How long the price is valid (e.g., 30 days).
  • Any terms and conditions.

A quote is not a tax document. It does not need to include your VAT number or supply type code, and it is not recorded in your MRA filings.

What Is an Invoice?

An invoice is a formal request for payment. It is issued after you have supplied goods or services. An invoice is a legal and tax document that must include:

  • Your BRN and VAT number.
  • A unique sequential invoice number.
  • The supply type code (TC01, TC02, TC03, TC04).
  • A VAT breakdown (amount excluding VAT, VAT rate, total including VAT).
  • Customer details.
  • Payment terms.

Invoices are recorded in your books and reported to the MRA on your VAT return.

When to Use Each

  • Use a quotewhen a client asks "How much will this cost?" before you start work.
  • Use an invoice after you have delivered the goods or services and need to get paid.

How to Convert a Quote Into an Invoice

  1. Start with the accepted quote details (items, prices, customer info).
  2. Add your BRN, VAT number, and a new sequential invoice number.
  3. Set the invoice date (the date you are issuing the invoice, not the quote date).
  4. Add the correct supply type code and VAT breakdown.
  5. Include payment terms and send the invoice to your client.

Common Mistakes

  • Sending a quote as an invoice. A quote without VAT breakdown, supply type code, and sequential number is not an invoice. The MRA may reject it.
  • Not converting quotes to invoices. If you do the work and only send a quote, you have no legal basis to collect payment.
  • Using the same number for quotes and invoices.Keep your quote numbers and invoice numbers in separate sequences.
